Inquiry begins into Rajdhani Exp derailment:

Inquiry began today into the derailment of New Delhi-Dibrugarh Rajdhani Express near Goldenganj station here on the wee hours of Wednesday that left four dead and 23 others injured.
Railway Safety Commissioner, Eastern circle, Kolkata, P K Vajpayee inspected the tracks and its nearby area as part of the probe.
While talking to reporters, Vajpayee did not rule out Maoist hand in the tragedy but said it could be confirmed only after the inquiry.
It would take at least a month for the probe report to come, the Rail Safety Commissioner said.
After inspecting the track, he went to Sonepur division headquarters and interacted with people and officials to gather details about the derailment in which 12 coaches either derailed or overturned on June 25.
Chief Public Relations Officer, East Central Railway, Arvind Kumar Rajak said the probe officer would come again on July one for the inquiry.
Divergent views have been expressed by the railways and Bihar government on the cause of the derailment. While railways alleged sabotage by Maoists, the state government blamed error by Railways as the reason for the tragedy.

South Eastern Railways spokesperson Soumitra Mazumdar denied the allegation.

Kurla station to get pedestrian subway by 2015:

MUMBAI: The construction of an underpass at Kurla station is likely to be completed by next year. Central Railway (CR) has invited tenders for work on a crucial phase of the project.
An RCC box structure and a staircase below the tracks is yet to be constructed.
"The estimated cost of the work is Rs 1.84 crore and contractors can submit their tender forms by August 5. The work must completed in six to twelve months after the issuance of the work order," said a CR official. Sources said the construction work is complex as labourer will have to tunnel under nearly 10 platforms and railway tracks. The BMC has been tasked with the work in Kurla west and CR will execute the project in Kurla east.
"The underpass is likely to benefit nearly 8 lakh residents of the suburbs," said Anil Galgali of Athak Seva Sangh.
"The Santa Cruz-Chembur Link Road that was opened recently has improved connectivity between Kurla east and west. However, a pedestrian subway is a necessary because most buses for the western suburbs originate from Kurla west and those for Chembur and Navi Mumbai operate from Kurla east," he added. —Manthan K Mehta

Govt moots local train to KIA with Railways - Bangalore Mirror:

State machinery has chugged into action after realising that merely by adding a railway station at trumpet interchange after Yelahanka, a cheaper route to the airport can be created on the existing line
After considering high speed rail link and Metro connectivity, now the state government wants suburban rail connectivity to Kempegowda International Airport (KIA). Govern8ment officials are holding talks with the railways to utilise the current Bangalore-Chikballapur railway line (that chugs along under the trumpet interchange — the labyrinth of flyovers after Yelahanka which takes one to and fro airport) so that commuters can board a train to reach the airport. Confirming this,
Vandita Sharma, principal secretary, Infrastructure Department, said: "The train service to the airport will be a big boon to airport users. We have written to the Railways for the same.
Though the discussion is at an initial stage, it looks positive. Meanwhile, we are also in constant touch with the airport authorities and the departments concerned to take the project forward." Even South-Western Railways Divisional Manager Anil Kumar Agarwal confirmed the development and said talks are going on to check its feasibility.
Currently, the 42-km railway line between Bangalore City station and Devanahalli is covered in an hour's time. As of now, the biggest hurdle for boarding a train to the airport is that there is no railway station (stop) near the trumpet interchange. Hence, airport users who take the train need to get down at Devanahalli station, which is around seven kilometres away from KIA.
As there are no taxis or other vehicles available there, one has to walk a kilometre or so to reach Devanahalli town before heading back to KIA.
The government plan Officials said the government plan is to set up a railway station near the trumpet interchange so that airport users can get down and hop onto a shuttle bus service to reach KIA.
The train to trumpet interchange seems to have a number of advantages. Unlike the Doddaballapur line (which connects to the rest of India), the Bangalore City-Devanahalli-Chikballapur line is relatively traffic-free. As a result, there is not much of traffic on this route.Currently only three pair of trains run on this route.
They are: 06595 Yeshwantpur-Yelahanka-(Trumpet Interchange)-Devanahalli 56525 Bangalore City-Yeshwantpur-Yelahanka-(Trumpet Interchange)-Devanahalli-Chikballapur 56525 (DEMU) Bangalore City-Baiyappanahalli-Yelahanka-(Trumpet Interchange)-Devanahalli-Chikballapur-Sidlaghatta-Chintamani-Kolar
Notice that from Bangalore City Railway Station, trumpet interchange can be reached through two lines — the Yeshwantpur line as well as the Baiyappanahalli line. The Yeshwantpur route is shorter by eight kilometres. Also, there's double track between Bangalore City station and Yeshwantpur, while track doubling work is going on between Yeshwantpur and Yelahanka. But a single track connects Yelahanka to Devanahalli.
Agarwal said they could work on two options. The first would be to utilise the current line and increase the frequency of trains. The second could be a dedicated railway line. The latter may be a herculean task as it involves land acquisition and comes with a huge cost. Agarwal said the current three trains to Devanahalli were not having even 20 per cent occupancy. "We are not even getting revenue of Rs 1,000 per trip," he added.
Commenting on the development, a KIA spokesperson said, "As a policy, we cannot comment on government projects. It is left to the state government to decide on that. Passengers and visitors can choose from various ground transportation available including high-end car rental services, AC/Non-AC taxis provided by the airport, and public transport (Vayu Vajra) provided by the BMTC. The airport aims to provide ease of travel to its users."
Not everyone, however, is enthusiastic about customising the commuter railway line for airport users. Bangalore Aviation online magazine editor Devesh R Agarwal said, "Commuter rail is not a sensible proposal as we currently have a good network of buses operated by BMTC. It would be nice if the Metro is extended till the airport. Commuter rail connectivity is more appropriate to industrial hubs where shifts are predictable unlike flight schedules."
There are other big ticket proposals too vying for attention. Initially, there was a proposal to have a high speed rail link between MG Road and KIA. The railway line was to run parallel to the existing NH 7 (Bangalore-Chikballapur Road). The proposal was mooted in 2007 and talks were on to have an independent body to run the project. Later, it was scrapped and handed over to the Bangalore Metro Rail Corporation (BMRCL). "We are in a process of identifying a consultancy to carry out the feasibility test. The cost of the project will depend on the alignment of the project. As per initial estimates, BMRCL may have to spend Rs 4,100 odd crore to extend the metro line," Managing Director Pradeep Singh Kharola said.
If the government succeeds with its plans to utilise the existing railway line, a dedicated direct railway line from trumpet interchange to the airport could be considered in future.

Konkan Railway completes safety work to tackle monsoon:

MANGALORE, JUNE 28:   Konkan Railway Corporation is geared up to tackle monsoon-related issues, according to a press statement by the corporation here.
The statement said that Konkan Railway has completed all the planned safety works on its route from Kolad (after Roha station of Central Railway) to Thokur (before Mangalore station). Special attention has been laid on geo-safety works such as flattening of slopes, rock bolting, shotcreting inside tunnels, storm water drain cleaning and lining, and construction of RCC retaining walls.
The statement said that Konkan Railway will conduct 24X7 monsoon patrolling to ensure safety along the track. About 700 personnel will be patrolling the Konkan railway route from Kolad to Thokur during monsoon. Vulnerable locations will be patrolled round the clock and stationary watchmen will be deployed for 24 hours at critical locations, it said.
Speed restrictions will be imposed at vulnerable locations. Patrolling by self-propelled rail maintenance vehicles will be done from sunset to sunrise between Kolad and Thokur.
Instructions have been issued to the loco drivers to impose a speed of 40 kmph in case of heavy rainfall impairing visibility. Self-propelled accident relief medical van with provision for operation theatre and emergency medical aid are kept ready all the time at Ratnagiri and Verna along with accident relief train, the statement said.

BJP manifesto on track, Katra station first stop:

Escalators, lifts and a fully air-conditioned hotel with a shopping lounge and a multi-cuisine food station — these are just some of the facilities available at a world class railway station that has come up in Katra, which is likely to be inaugurated by Prime Minister Narendra Modi on July 4.
Even the 25 km-long railway line between Katra and Udhampur runs though the scenic Shivalik and Trikuta range of the Himalayas. In a first, the Northern Railway has constructed 40 pucca structures — 21 duty huts and 19 sentry posts — at frequent intervals along the railway line so that Railway Police officials guarding it do not have to stay in tents and defecate in the open.
Reviving the ailing Railways by making it a modern, upgraded transport behemoth was part of the BJP’s poll promises. The Diamond Quadrilateral of bullet train corridors may be the most highlighted promise, but the party had also assured to revive Railways “in a manner of national development rather than political exigency” in its 2014 manifesto. As chief minister of Gujarat, Modi was known to lay a red carpet for railway projects — like the dedicated freight corridor and the Ahmedabad-Mumbai high-speed corridor — in terms of availability of land and support from his government. The BJP also promised to set up an Agri-Rail network dedicated to perishable agriculture commodities. Modi recently asked Railways bureaucracy to focus on cleanliness and better transport of perishables such as milk.
At the moment, Northern Railway officials are working round the clock so that everything is in order for the PM’s visit to Katra — from ensuring pristine, whitewashed platforms to constructing two helipads for the landing of VIP choppers.
The Commissioner of Railways Safety (CRS) gave his mandatory clearance to the train service only last week. This came after all deficiencies, pointed out by the CRS during a three-day track inspection in January this year, were rectified.
Spread over an area of 83 hectares, the station has three platforms — each 550 meters long and big enough to accommodate trains with 26 compartments. A senior Railways official said it can also handle a freight train and has two washing lines and two stabling lines for temporary halting of trains.
It has two escalators and a lift at platform No. 1, with similar facilities being planned for platforms No. 2 and 3. Railway officials said the idea was to help aged and disabled pilgrims travelling to Vaishno Devi.
The two-storey main building also has two lifts, with the first floor comprising a guest house, a multi-cuisine restaurant and a shopping lounge run by the Indian Railways Catering and Tourism Corporation.
The Railways has also built canopied shelters for passengers at gardens near platform No. 1. Ramps have been provided at all major points to make the station disabled-friendly.
A huge parking lot has also been constructed to accommodate cars and passenger buses.
Constructed at a cost Rs 1,050 crore, the 25 km-long track has 10 tunnels and 32 bridges. Nearly half of the route passes through tunnels, the longest one measuring 3.15 km. The longest bridge spans 154 meters and is supported on pillars 85 meters in height.
Initially, the Railways plans to run two direct trains from Kalka and Delhi along with three DMUs to Katra, which annually receives over one crore pilgrims. The section is part of the Udhampur-Katra-Qazigund-Srinagar-Baramullah railway line. Except for the area between Katra and Banihal, the railway line is complete on the rest of the stretch.

MADURAI: In an incident that exposes the condition of our trains, a 62-year-old passenger in a second class coach of Nellai Express was bitten by a rat in the early hours of Saturday. The passenger was taken to a hospital with bleeding injuries.
R Charles, a retired employee of Madurai Coats, was returning after visiting his daughter in Chennai when the rodent bit him while the train was crossing Trichy. He was treated at Madurai junction. The train was held up for about 15 minutes. Charles was travelling in S8 coach with his wife, daughter and granddaughter.

I woke up startled and found my ear bleeding," Charles said. His family members and other passengers complained to the train ticket examiner. He apologized and sought to pacify them. He also rang up the railway authorities in Madurai and arranged for a medical team to be present at the station.
By the time the train reached Madurai junction, it was around 4.30am and Charles was taken to the railway hospital. "I was given an injection and tablets," he said. As soon as he reached Tirunelveli, he lodged a complaint with the station master and the railway police. A railway officer said part of the blame lay with passengers. "People throw away leftover food in coaches," he said. A train ticket examiner said they had put up rat traps on the train. "But they were stolen," he said.

Tamil Nadu Rail Passengers Rights Tribune secretary S P Jeyaprakasam said railways should initiate cleanliness measures, and passengers should cooperate in the drive. "Earlier there used to be dustbins in every coach; now are none,'' he said. "Tracks should also be cleaned, especially near junctions."
K Suthangan, a fellow passenger of Charles, said the rodent menace was high on trains to Tirunelveli and Kanyakumari. "Though I have not seen rats biting passengers, I have seen them running inside trains," he said.

A container of a freight train derailed due to mechanical problems in Bihar's Katihar district today disrupting movement of about a dozen trains on the route, a railway official said.
KATIHAR: A container of a freight train derailed due to mechanical problems in Bihar's Katihar district today disrupting movement of about a dozen trains on the route, a railway official said.
The incident took place between Bakhri and Karagola stations under Sonepur division of the East-Central Railway (ECR) as a container of Barauni-bound freight train derailed due to mechanical problems, the ECR Chief Public Relations Officer (CPRO) Arvind Kumar Rajak told PTI.
A dozen trains on up and line route of Katihar-Barauni sections were stranded as a result of the derailment, he said.
A number of trains including both up and down Rajdhani Express, North-East Express, Seemanchal Express and Capital Express were later diverted to their respective destinations through one working line, Rajak said.
Railway engineers have reached the spot to clear obstruction from the line so that normal railway traffic could resume at the earliest, the CPRO said.

After the increase in train fares and freight fares, the government has now increased the fares of the season tickets for electric trains.Currently, seasons tickets on a monthly basis are issued by calculating 15 times the fare of a single ticket. From now, the fare will be equivalent to 30 times the free of the single trip ticket. In other words, the price of the monthly season ticket has doubled!A railway official informed that there are no changes in the reservation fees, or any increase in the surcharge for the super-fast trains. The revisions announced would be made wherever it is applicable. The passengers who have already made reservations will have to pay the recent additional fare at either the ticket counter or while travelling in the train.

Fare hike brings 40-50% windfall for Central Railway, Western Railway:

The massive impact of the fare hike on Mumbaikars, especially since over 70% suburban commuters use season passes, will ensure that both western and central railways will see their earnings rise by anything between 40 to 50%.
As per calculations made by city-based railway officials based on the sale of tickets till June 20, CR's suburban earnings could see a rise from Rs751.17crore in 2013-14 to Rs1104.56 crore in 2014-15. This rise of Rs353.39 crore corresponds to a 47% rise in earnings. CR officials said that the cumulative earnings for Mumbai division from suburban as well as long-distance trains will see a rise of Rs797.95 crore – from Rs2392.74 crore last year, to Rs3190.69 crore for the current year. CR's earnings from season passes is expected to go up from Rs373.45 crore to Rs662.35 crore, a jump of 77%.
On WR, the earnings from suburban passenger ticket sales are expected to go up by 52% from Rs678.73 crore in the last financial year, to Rs1035 crore for the current one. The season pass earnings have got the biggest boost, with earnings expected to go up from Rs366 crore to Rs700 crore, a jump of a whopping 91%.
As reported earlier by dna, the suburban set-up of both CR and WR get funds for passenger amenities like ticket windows, foot overbridges and toilets, to the tune of Rs15-20 crore, whereas building an FOB costs almost Rs10 crore. "Look at the appalling infrastructure at the stations. For women, it gets worse because of narrow, crowded FOBs and inadequate number of ladies restrooms," said Richa Padte, a Thane resident.
Bhandup-resident Manish Chaturvedi, said, "Projects in the city like Churchgate-Virar elevated corridor and the new lines between CST-Kurla Parel Terminus, are stuck. So Mumbaikars might agree to pay more, but the railways should also ensure they get more in terms of comfort. It is a shame that India's commercial capital still doesn't have an air-conditioned suburban corridor," said Chaturvedi.
The logistical loophole:
Meanwhile, both CR and WR officials said that there were longer queues at season booking counters to buy passes since Saturday, with Mumbaikars trying to take advantage of the logistical loophole. Officials added that technically, a ticket-checker could charge a commuter the difference of fares if one bought a season pass at current rates, since the rules of all fare hikes being date-specific applies to long-distance and suburban trains equally. The rule was made since the advance booking period for long-distance trains is 60 days and railways didn't want to lose out on revenue. "It is possible to replicate this in suburban commuting too, as per the rules, but it is almost impossible to implement in Mumbai. Infact, the railway ministry will have to decide on what to do with people who might just go and book half-yearly or yearly season passes between today and June 25 on current rates," said a senior railway official.

Brinda Karat calls Arun Jaitley's rail fare hike justification 'laughable' :

Communist Party of India Marxist (CPI-M) leader Brinda Karat on Sunday said that Finance Minister Arun Jaitley's rail fare hike justification is 'laughable' and added that the Bharatiya Janata Party (BJP) had never said during their election campaign that they would continue with United Progressive Alliance (UPA) policies.
"It is a wrong step when inflation is soaring high. This decision will impact all areas and Arun Jaitley's statement is laughable. During election campaign; they never said they will continue with same policies as UPA. ," she said.
"It seems like people have given votes to the BJP to implement UPA's policies. There is no fundamental difference between UPA and NDA's economic policies. Arun Jaitley is repeating what Manmohan Singh has been saying," she added.
Jaitley on Saturday had defended the BJP for increasing railway price. "The Railway minister has taken a difficult but a correct decision," says Jaitley. "India must decide whether it wants a world class Railway or a ram shackled one. By withdrawing the countermanding order, the present Railway Minister has taken a challenging decision," he added.
BJP led National Democratic Alliance (NDA) government on Friday decided to raise passenger fares by 14.2% and freight charges by 6.5% effective June 25 which will help Indian Railways raise an additional Rs 8,000 crore in the financial year.
Post the announcement BJP had been facing criticism from the opposition and the common people for announcing the hike before the budget.
Earlier today protests were held across the country demanding reduction in rail price.
The budget is expected to be announced in the first week of July. By tradition, the railway budget is announced two days before that.
The fare increase had been proposed by the previous government in the interim budget but was put on hold because of elections.

 New railway zone in Visakhapatnam?:

It is appearing that a new railway zone may be formed with Visakhapatnam as its headquarters. Several leaders are reportedly pressurizing the union government for the same as the state was divided. Earlier, there was a demand to form the zone between Guntur and Vijayawada. But, the BJP leaders in the state are infavour of Visakhapatnam as the new zone headquarters. As per the reports, the ruling TDP is also infavour of port city only for the same. As the capital may be formed between Guntur and Vijayawada, the new zone may be formed with Visakhapatnam as its headquarters as part of decentralization process. A high level meeting took place in Hyderabad on Saturday. In the meeting, Chief Minister N.Chandrababu Naidu, General Manager of South Central Railway Srivastava, some state ministers and senior officials participated. The issue of new railway zone also came up for discussion in the meeting. As per the sources, Chandrababu may submit a detailed report to the union government on the railway needs of Andhra Pradesh in his Delhi visit on June 25.

Three more Metro trains arrive in Hyderabad:

In addition to the first Hyderabad Metro train received last month which is undergoing different tests at Uppal Metro Rail Depot, 3 more trains (each train consisting of 3 coaches) have now reached Uppal depot.
These 3 trains (9 coaches) which arrived at Chennai port from South Korea about 10 days ago were brought to Hyderabad on special multi-wheeled road trailers.
With this, so far 4 of the 7 trains required for Stage-I Metro operations between Nagole and Mettuguda (8 km) have been received. The remaining 3 trains will be received in the next few months.
This is ahead of schedule and gives sufficient cushion for elaborate tests and trial runs for safety certification by Commissioner of Metro Rail Safety. Commissioner of Railway Safety of S.C. Railway is the CMRS for the Hyderabad Metro project.
Manufacturing of Metro coaches in Hyundai Rotem factory in South Korea for the specific conditions of a city and the prescribed design specifications normally takes 20 to 24 months.
According to MD of HMR, NVS Reddy, the Metro trains have been delivered ahead of schedule,
The Chief Minister K.Chandrasekhar Rao advised the metro team to consult experts and take all safety precautions before starting trial runs.
The Concessionaire L&TMRHL earlier placed an order on Hyundai Rotem of South Korea for 171 coaches (57 trains) at a cost of about Rs. 1800 crore for the needs of all the 3 Corridors of the project (72km), which is scheduled for completion by June 2017.
Stage I of the project, Nagole-Mettuguda section (8 km; 7 stations) is scheduled for opening for passenger traffic on Ugadi of next year (March 21, 2015).
Since it is the first section, elaborate safety tests and trial runs will have to be conducted for about 6 months for safety certification.

Taking the Mumbai Metro? Pay up for using rail FOB:

Metro commuters found travelling without rail tickets on Ghatkopar station FOB, which connects the Metro and local train stations, will now be fined
Commuters on the newly opened Metro railways are facing a strange new problem at Ghatkopar station — they now have to pay a fee to cross the foot over bridge (FOB) while exiting the station. Also read: HC reserves order on MMRDA plea challenging Mumbai Metro fares

Daily passengers who want to come out from the Ghatkopar Metro station from the main gate have to now buy platform tickets before using the adjacent FOB. “We have seen the flow of passengers and we think that our local train passengers are facing a problem because of the sudden rush of Metro passengers. Therefore we are now insisting that Metro passengers buy tickets to use the railway-owned overbridge,” said a Central Railway official. According to railway authorities, they had been planning a ticket window and Automatic Ticket Vending Machine (ATVM) near the FOB ever since the Metro services rolled out, but they could finally complete the work this week. In the initial couple of weeks, CR officials say they allowed Metro commuters to use their property as a goodwill gesture, but from now on, if they are caught using the FOB without a proper platform ticket or a railway pass, they will be penalised. Speaking to sunday mid-day Subhash Gupta, President, Railway Pravasi Sangh, said, “I am aware of this issue and also took it up in the meeting with railway officials. The railway FOB here can’t take the burden of thousands of additional Metro passengers. The rush has increased manifold after Metro services started.”
Official speak Narendra Patil, Chief PRO, Central Railway, said, “We have opened two new ticket windows and installed an ATVM for passengers near the FOB. If they want to use the railway FOB, they should buy tickets.” Voices
Dhruvi Sheth,
Metro commuter I regularly travel between Andheri and Ghatkopar by Metro but was not aware of this issue. I was shocked when I saw the railway ticket windows and people rushing to buy tickets.
Ishwari Amrute, Metro commuter I think passengers should be allowed to use the FOB if travelling by Metro. Why should we pay to use a foot bridge? I will search for another exit gate.
